gas meter stays on empty!?

gas meter stays on empty!?
No matter how much gas i put in my car, the gas meter stays on empty and the light is always on, and so the gas light on the the gauge is always blinking the 3 "---" sometimes at random times, it will work, then after a little goes back to empty. issuessssss..
