Heater only produces heat when car in motion

I have the opposite problem. My Z blows hot air when the cabin temp is set just one notch above 60 degrees. If I turn the temp **** to "off" I get cold air. Anything else I get hot air and lots of it. I wish I could moderate the temps a bit.
