FSM lists:
A) Electric throttle control actuator does not function
properly due to the return spring malfunction.
B) Throttle valve opening angle in fail-safe mode is
not in specified range.
C) ECM detects the throttle valve is stuck open.
In all cases, you have to replace the throttle control actuator. If you're lucky, it's just a loose connector, otherwise the unit is probably DOA.

It's built into the little black plastic unit that mounts to the throttle body. The throttle body is the aluminium unit that connects the upper plenum at the goose neck to the plastic air tube from the air box/filter.
