Default Headlights with scratches/fog

Im curious is there anyway to get this off...?

Cant tell if its on the outside or the inside, but when I say "FOG" i dont mean condensation... its just like a hazy looking fog tent on it, ive heard of people sanding the outside of the headlights and it clears up all scratches and bring it back to the clearness it once was...

any help?

minor scratches on plastic lens can be buffed out. You'll need a special buffing compound for glass though.
