New Cross Linked Clear Coat

Tech Bulletin NTB02-110 mentions New Cross Linking Clear Coat (NCLC) usage. The bulletin came out in October. Does anyone knnnow wha tthe scoop is is this clear coat system? The bulletin states "Vehicles painted with NCLC clear coat will have a sticker on the shock tower in the engine compartment identifying the NCLC or "Hard Clear Coat". My car has the hard clear coat stamp.
Was this system crreated to address the paint chiiping problems many have endured?

My sticker is on the hood on the passenger side and says "Hard Clear Coat". Its about 2"X3/4".

I think this is just an advisement to dealers and body shops that there are differences in paint finishes.
