So you mean if your hand brake is pulled up, your lights don't work? They only work when it's down?

I think day time running lights are required in Canada. Since the car came from Canada, I suspect that is the problem. I have no idea how to disable that function.

The hand brake is connected to the headlights? Never heard of it. Sorry.

All Canadian vehicles are required to have daytime running lights. I just saw a thread around here somewhere about guys actually activating this in the Zs (purchased in US and transported the vehicle back to Canada) due to it *supposedly* being safer (easier to been seen = less chance of getting hit).

OP: Search around for a topic relating to "daytime running lights". The Canadian guys might know more about this topic also. I'm sure one of the guys will chime in.
