buy the parts for the recall. have it installed by any dealer or do it yourself... it's fairly straight forward and if IIRC, it's only three parts.
the "turn the pump upside down" was meant to be a joke. as A) you can't turn the pump upside down...the nozzle, yes, but not the pump... and B) the problem is created by vapor not being able to leave the tank which causes it to either overflow or disable the nozzle due to the back pressure...

it's been a long while since i performed my install... but, if i remember correctly, it's two hoses and a few clamps. the gas tank has to be dropped, though. your dealer will know exactly which parts and if you ask, they will even print out the TSB on how to perform the work.

Just a quick question, so even though I don't have any warranty on my car I can still get the problem fixed if it's a recall?

It's a TSB, not a recall. They will charge you to do it.
I thought I had this problem because it showed I was out of fuel at 200 miles. Turns out my sending units are bad. Been driving on it for 5 years now and have put 433 miles on a tank. Took 19.25 gallons to fill up, so I know it's getting all the way full.
