Default window not going down when opening door

I noticed that the passenger side window doesn't go down a bit after the door is opened. When I close the door, window hits the roof.

Now, when i open the driver's side door, that's the only time the passenger window goes down (along with the drivers window).

I tried opening/closing both doors, this is what happens:

Starting with both doors and windows closed-

If I open, close the passenger's door, windows don't move.

If I open the driver door, both windows go down a bit. Then I open the passenger's door, passenger window goes down some more.

Is this normal or is there something wrong with my wiring?

Window lowering function should be totally independent on each side. It's probably something to do with the Body Control Module. The system is described in Service Manual section GW.

The first thing I'd do is check the fuses, but I doubt it's going to be that simple a fix.
