TCS is subordinate to VDC. When you turn OFF VDC - TCS is OFF.

Then something is broken. Any unusual wiring under the dash or in the engine bay?

Does the VDC light come on at initial start up (and then go out with the rest)?
(Bad bulb)

remove the switch, and see if it is actually plugged in in the back. It is not hard to pop out that section where it sits. If it is pluged in, then see if you can get a power/ground tester and test if it is receiving power to one of the wires, and ground to one of them as well. If not then i suggest you check the fuses. If all the fuses are in good working order, then perhaps there is a cut wire somewhere with in that harness. If it has no ground, then perhaps it has a bad connection to ground somewhere. Then what you do is ground yourself the wire that does not have power (if one of them does) and then see if by grounding the switch it now works.

Press VDC Off button. Rev engine, let out clutch and punch gas. Wheels spin and no lights flashing? Then VDC/TCS is off and working properly. If not, you have a problem with the ABS/TCS/VDC computer.
