Ecu problem? obdII reader will not communicate with car.

Ecu problem? obdII reader will not communicate with car.
in short: I just built a new short block did the swap and everything mechanically works like a ****ing charm, ive been DD it for 3 weeks now. but I keep throwing a code as usual with long tubes but i want to know is something else is being thrown as well.
So i plug in my reader and it says "unable to communicate" so im like wtf? i took it to 2 others shops and the same thing with their machines "unable to communicate"
Ive checked every fuse and ever connector- all my gauges work, and as far as i know nothing is broke. Does anyone know what could cause the obdII to not read? cuz im ****ing stumped.
