Broken spiral cable, ASCD steering switch interfering with engine control?

Does anyone know if a broken spiral cable can interfere with engine control, acceleration, power, throttle response? I broke it doing a motor swap a few months ago and I'm thinking open wires from the spiral cable might be touching metal and interfering with ground connections. Is that possible inside the steering wheel?
The problem I am having is that the car runs bad, as if 1273 and 1283 are on or some other air/fuel codes, but I have no codes even after running it for days and the I/M monitors all show ready and can pass emissions inspection. The only code I have that does not throw a SES light is P1564 ASCD STEERING SWITCH bc the spiral cable is broken.
Any ideas? I do not want to replace that spiral cable now unless I know for sure it is the problem. This shows the spiral cable http://tinyurl.com/6urhr5a
