Default OBDii problem

What would cause the OBDii port in the car to not function properly?

I couldn't get the car smogged, because we couldn't connect the computer up to the car via the OBDii port.

I also tried using a brand new scanner I just bought on it, and I wasn't able to get connected to the car at all.

It wouldn't even power on my device. Almost as if there is no power going into the OBDii port.

Any suggestions or recommendations on where to start?

The wires between the ECU and the Odbii port may be damaged...

That sounds like about worst case scenario. Hopefully not the case though.

Any other suggestions or possible problems I should look at? Or tests to do to narrow down what the problem could be?

You should have battery voltage between pin 16 and ground with KOEO, If not, Then it's most likely a fuse .

Thanks I was hoping there was a way to check it like that. Crossing fingers for it being a fuse.

No power to pin 16.
Which fuse would it be? Searching isn't telling me much, and the sticker on the inside of the kick plate definitely isn't telling me much.

I would just check them all, but my fuse puller seems to be MIA (damn previous owners) and it really is a PITA to pull these fuses out without it.

I believe in some cars it's the fuse labled "electrical devices" so I will try that one right now I guess..

I found a fuse under the hood that was completely missing.... I used a spare from the kick panel.
The fuse missing was labled "A/T CONT"
Not entirely sure what that does, so any clarification on that one would help.

I was able to get some power out of pin 16, don't know if it was due to replacing that fuse or if I was just doing it wrong the first tries but it rose up a new problem.

Pin 16 is only giving me .57 volts, not the 12 I figure I'm supposed to get.

Suggestions on where to go from here would help a lot. Thanks.

Bump.

Any thoughts to what would cause a low voltage instead of the proper 12?

Bump again

I've scoured the internet all day trying to figure out why im getting less than 12v and how to fix it (today I am getting .3 volts instead of the .5 of yesterday...)

Also would still like confirmation on which fuse(s) would affect obdii port.

For the sake of people who have the same problem in the future, what was your solution?
