P0031 Cel code will not go away!

P0031 Cel code will not go away!
Hello fellow 350z owners!
2003 350z enthusiast
130k miles
Completely stock minus apexi exhaust.
Problem : P0031 Cel
Bank1 sensor 1 02 sensor
(Before the catalytic converter)
Trouble shooting I've already done:
Replaced the 02 sensor with OEM/NGK sensors TWICE! *cel stays on after reset. Comes back after two drive cycles*
Check the o2 heater fuse under driver side kick panel
Wiring is in tact no frays or breaks.
All out of ideas. Help is greatly appreciated thank you.
