the coolant being at the top of the reservoir cap just sounds like the cap isnt holding the pressure and needs to be replaced, most coolant pressure testers have an adapter to test the cap also
I already bought the cap. So that is going on the car as a replacement.
I tested the relays and they seem to be fine. It tests good for continuity. I tried swapping relays around and same result. They click to turn on. Only the left passenger fan comes on. The right fan never comes on. The car eventually started to overheat and still no right fan. It's safe to say that the fans need to be replaced. What's everyone's thoughts on this?

I think he meant the radiator cap and not the overflow tank cap. I tested it already and wasn't holding more than 10psi. So I already replaced it.
The driver side fan is what seems to be the culprit at this point. It just won't turn on until the car overheats.
So it does turn on?...Both fans do work? What's your idea of overheating?... Do you know what temp it's coming on at?
Only the passenger side fan turns on. The driver side never turns on. It overheats due to the temperature gauge going all the way to hot after sometime idling. I do not have the exact temperature number.
At this point, I'm going to test the relays not just for continuity but for continuity while the relay is on with power to the spring coil. Meaning the relay clicks and is transmitting power. I need to know if there is continuity at that point. If it does, I have reason to believe that the fan is definitely at fault.

Guys, I know it's been a while, but here's an update. It turned out to be the Radiator Fans. I bought myself a Mishimoto assembly and replaced the old fan system. I bled the cooling system as well. And everything is now in working order. Thanks to everyone for chiming in and making suggestions. My350z rocks!
