Default Outer Timing Cover Not Fitting

Hey, I'm doing my timing chain and everything is complete, I'm trying to put the Timing Cover back on but the bottom seal is keeping the 2 dowels on the cover from lining up. Do I have to drop the entire upper oil pan below the crank or am I just missing something? Please help! 2003 DE

This is in the wrong section.

Unbolting the upper oil pan isn't such a big deal. I haven't fitted my cover back after my rebuild but I guess if the seal won't fit without taking the oil pan off, that's what you need to do.
