The engine light has been on in my car for over a year, but I haven't had any problems. I was told that my catalytic converter would need to be replaced, but I was thinking that maybe the sensor somewhere are off or a fuse is blown, since my horn, cruise control, and radio volume on my steering wheel are not working. What are your thoughts?
The upstream O2 gives feedback for fuel/air adjustments, the downstream cat only measures the efficiency of the cat itself. When the downstream O2 indicates the catalyst is operating below 96% efficiency, a replacement is indicated even if the car runs well.

Yeah, we need codes. Do you remember changing anything before the light first came on? Who told you that your CAT needed to be replaced? As far as your steering wheel controls not working. Check to see if you have any blown fuses down behind the little plastic door next to your kick plate. If not, it could be something more serious like your SIR coil(although I doubt, it is possible), which is located behind your steering wheel. It contains two strips of flexible plastic with very thin flat copper wires inside. They are wrapped in a coil and allow your steering wheel to turn within its designed tolerance. If gone beyond that tolerance you can run into problems, like tears in that line... Just sayin'. So try to get the codes, and check your fuses.
