Default i need help painting my covers

Ok here is the deal
i painted my covers a little over a year ago and i want to repaint them.

First what is the best stuff to use to get the old paint off because i dont want to repaint over them.

Next, what grit sanpaper should i use when i wet sand the covers to prep them for the basecoat.

Now something that i think i did wrong the first time.
1. how many coats of base coat should i apply.
2. How many coats of paint shopuld i apply.
3. How many coats of clear should i apply
4. is there anything special i should do inbetween coats???

I plan on painting the radiator brace and the plastic fillers arount the brake and battery fluid covers like bubble did but before i do i have a little problem.

I think i know how to get the radiator brace off. It is a handful of screws two twists locks and like 6 plastic pop rivets. These rivets are also holding in the fillers around the other covers. Are there a special way to take these off and put them back on? i think they need to be taken off for the removal off the front bumper and any info or pics on how to get these off woulb be very helpful.

The last thing that i might have a problem with gettin the radiator brace off is the hood latch holder (whateve the thing that holds up the hood is). Does anyone here know how to take that off?

And lastly i [plan on getting a engine filler for in front of the radiator brace. I know these are like steel or aluminum or some crap. Is the process for painting these different than plastic? If so how?

please help me!!

I have some pretty good plans for my engine bay and i will post pics when im done.
Hopefully this shiould be done in a couple of weeks with your help of course.

I'll bite. I don't know how much im into bling and perfection under the hood but I love the way my setup looks. It's stealth, and it's nowhere near done.

Nice job on the turbo conceal! Very stealthy! Most cops wouldn't think you got a turbo under that K&N intake cover!
