i wouldn't buy any Canon lens if they are no "L" series. Expensive but worth EVERY CENTS.
For car picture, base on your budget; i would recommend Sigma 17-70mm F2.8-4.5 DC MACRO or Tamron SP AF28-75mm F/2.8 XR Di LD Aspherical (IF).

The 28mm on a 1.6x crop body isn't wide enough for automotive shots, imo.

A good set up to cover your focal lengths would be something like 24-70 f/2.8L, 70-200 f/2.8L, 300 or 400mm for telephoto, but everyone is different. For me, I don't find myself shooting at the 40-50mm focal range often so my set of 16-35 f/2.8L, 50mm f/1.8 (rarely use this lens) and 70-200 f/2.8L IS covers what I shoot. For cars, I tend to at the wide end or at the long end.
If you're willing to spend the money, the Canon 17-55 f/2.8 IS is a great lens from the reviews I'm seeing. It is an EF-S lens so down the road if you upgrade to a 1D series body, it will not be compatible but the 30D should last you awhile. I wish I would've known this lens coming out otherwise I wouldn't have bought the 16-35
