thats a front lip made by JP Aero (type-s). only fits with 06+ front bumpers and best of all, it's made of urethane. very flexible and durable.. you'd be surpised what kind of beating its taken.
try contacting some vendors on here, i'm sure a few of them have it in stock. good luck!
