Blue Z with nismo wing, unknown hood, gold nismo wheels in Germantown MD?

I saw this car which also had skirts and clears for the signals...
..it was sweet. I definetly liked it. I saw it in my apt complex first, then again in Best Buy. Not sure who the owner is or if he surfs here. Sweet ride. The hood was awesome..had a scoop and flared ribs on the top...someone else on this forum has it..forgot the name.
