When did I ever post that I'm familiar with the state budget? Take a pill, calm down, don't overreact (I've noticed that getting a rise out of you takes little to no effort; so sensitive!), my point was that people who say 'streamline government' prove they don't know what they're talking about when you ask them what SPECIFIC programs they would cut. Of course, they are all for the cutting unless it closes down a factory or military base in their district which benefits them directly...
Again, calm down, this was a conversation between kcobean and myself.

Another figure I'd like to see is police per capita in NoVA - but I sure as hell will say that for an area with as little crime as it has, there sure are a lot of bored police officers.

Those who have driving points on their record also will be assessed an additional $175 per point in civil fees for their previous record up to $700 if convicted of a new violation.
I'm not opposed to keeping things sane on the roads. I've got a 5 year old son. One of my worst fears is some a$$hole doing something stupid while he's out riding his bike in our neighborhood. As much as I love my car, there is a place and time for everything, and I do believe that people need to think about what they're doing when they get behind the wheel of a car.
That said - put the fines where they belong. As Kelly stated, taxes are there for a reason. They bring accountablilty, or at least some small measure of it to the table. Things like this remind me of how the post office continues to raise postage every year while service gets worse and worse. And how last years VA tax surplus is just a horid example of financial mismanagement and gouging by our local state govenrment. I paid over $11k in state taxes last year (got back $348). Anyone want to guess what my money went to? I'd like to know...

I'm reclassing though so I'll be back in VA (Belvoir again) sooner than 3 years. I'm hoping to come back out here afterwards (I ****ing love Hawaii).
I'm hoping to be back in NoVA around springtime '09. That way I can enjoy the weather (and not deal with perma-summer to winter shock) and then return to HI after the rainy season.
