Not in NOVA but the guy who does my brother's work does amazing detail and color! His name is Norm @ Art With a Pulse, Glen Burnie, MD----I know its a little far, but he drives it for like 5-6 hour sessions fairly often. Its worth it too imo.
Heres the link to all his info and the shop. It gives bios and some (I stress some) photos of their tattoos and artwork.

And here are some pics of a little bit of my brothers and sisters unfinished work. Ill see if I can get some good pics tom. of my brothers left arm which I think is some of the best work I've seen in a while, its just not finished yet (but close).

I have a friend that has gotten a lot of ink over the years here in the NoVa area. he has been going to a guy in Perciville (sp) or Berryville for years. You have to make an appointment at least 1 month out to get in to see this guy.
If you are interrested I can check with my friend.

FYI: I have 3 myself, but none of them are from this area(Military and Overseas). But my buddy has about 6 including: a necklace, arm band, bracelet, portraits and even one on the inside of his lip. :O

Again, this isnt in VA but about 20 mins outside of Baltimore I go to a shop called Bears Den Tattoos. They really take their time with you and are overall good guys. Bear looks like he might murder you when you first meet him but hes the nicest out of em all. They do really good tribal art, sleeves, color, and complicated 3-d style tats. Its worth a 2hr drive to get a tattoo. Even more really since its with you for life but thats just my .02
Heres a dragon he did for me:

Sorry for the poor excuse for a muscle pic but its the only one that is up close that I have.

Watch out for Jinx Proof. I've seen some REALLY good work and then some mediocre work from them. Im sure it just really depends on who you get. Which of course is the same if you go to any shop.
inkers blows, my girl has had two done there and they look faded after a couple months. she also got a bacterial infection from on of the tattoos and had to be on antibiotics for 3 weeks. jink proof is good but expensive and apparently theres a shop in adams morgan that real good but don't remember the name
