I made custom t-shirts for my fraternity when I was in school at a couple differnt places, Godek Rugby and Reston T-Shirt are the two that come to mind. Reston T-Shirt is going to be more able to work with you if you want something custom and is able to do design work as well. I'd hit them up

 

Oh, try Anna. I remember her making cutsy (cutesy?) girly stuff before.

There's a stand in Tysons Corner that does this stuff

 

we used customink.com to design the shirt then took the shirt to reston ink to get made.
