Default Title Question

Cliffs:

Lady ran car off the road.Took it to a service shop. After hearing the estimate she felt it wasn't worth fixing so she told the shop owner he can have the car.Never dropped off the title. Now the car is in my father's garage and his boss is slacking on getting the papers.

How would you go about getting the title for it?

Not sure if the car was last registered in DC or Va.

The shop can file a mechanics lean on the vehicle. The shop owner should know how to do this.

From what I hear the shop owner isn't too helpful.

Any other ideas?

Tow the car to Glen Burnie and leave it on the street. Everyone else does.
