Ethan, you work for Sogeti right now? I think CapGemini owns that company right? We work for the same relative ;-) I had a close friend who was a developer at Micros for 3 or 4 years. He moved on to ManTech... you might want to check them out as they have offices all over, but I think they focus on Government contracts.
You might also want to check out moving to Capgemini directly as they hold projects all over the east coast.

That's my company (different branch) 
I did a co-op/internship with them in college and was hired in '02.
6 1/2 years and 2 promotions later my pay has increased 75%.
Hopefully that's enough "job growth" for ya. In all fairness it really depends on your manager. The job turnover rate in my department is close to zero. Our manager has taken care of us.

Understand that ... Take a look at the Gepgemini Government Solutions. They are a seperate company (yet owned by the same international company, so maybe your current service can be applied to the new position) and have contracts all over the Tri-state area.

PS: There's this little young consultant here snitched on me last Friday and told the HR that I left the office a freaking hour early? He probably thinks that'd make him like more of an "in-crowd" in order to get away from getting laid off. The HR manager emailed me and lectured me about being "extra cautious during rough time". Oh guess what? The young consultant hasn't shown his face in the past 3 days aka he's laid off silently. Karma's a bitch!

I pretty much think the company lets you do whatever you want. As consultants we make our own hours... when I am not billable I come and go as I see is necessary to get any work done. But when I am billing, I keep whatever hours the client does, or I have explicit reasons for not being in the office.
I jsut suggest keeping your eyes open for any and all opportunities. One never knows when I might come in handy. ;-)
