As far as car to get, at 28 you're budget is a bit low. At that price range I'd pick up an older 2004-2007 Acura TL.

If you want Germen, I hope you spend a bit more then 20K since at that price point you'll be picking up cars that are just starting to fall out of warranty range and with higher miles.

29K will get you in the door with a handful of good germen cars but not lower 20s.
