Barnabas I had massive understeer when I first started. My track rims were 225/35/19 Front and 245/40/18 on the rear. I know bad choice. They were the only set of decent tires I had. Sooo I ended up getting new tires for my front set of 18's...which put me a 245/40/18 SQUARE on the front and rear. Made a world of difference in understeering. Plus what Mike said about tapping the brakes before a turn shifts the weight to the front. I do that as well and I have pretty good results.
First off I wouldn't use the dampers at full stiff. Just as an FYI my rears are 5 (out of 12) clicks (12 being the stiffest) for compression and rebound is only 6 out of 12. Fronts are 8 clicks for compression and (1 3/4 turns out of 2.5) for rebound. I bump it up to 2 full turns on slalom heavy course though.
It is going to be impossible for you to null out the understeer though until you commit to a larger front tire. That big stagger you are using is the primary problem.
My set-up is *** backwards to what you would want with that stagger, but I have almost no understeer. I turn the wheel and goes in that direction......hard.

ok well I will soften up for next time and wait it out till the next set of tires... once I get the bigger tires then I will dial in the suspension straight into it.
I would soften the dampers some and move the front bar to either the second stiffest or full stiff. This might seem counter-intuitive, but it will lessen the roll and make the turn in a bit more direct....
