I liked the location that Alvin and I took some halloween pics at in woodinville. Some college parking garage (don't remember the college) You can pretty much just ask alvin. He has taken pics in just about every single place possible in this state.
I was thinking the top of the Game Work parking garage... get some good low angles with the buildings towering behind the car... thats what I did for a few good ones..

they're everywhere... top of parking garages, lincon square, the waterfront in kirkland, my buddy drove his car out almost on to juanita beach... pretty awesome pic, theres a cool tunnel with grafiti at golden gardens you could back up to for a nice pic... theres pic spots everywhere around seattle
Come to my work complex in Carillon point. It's right next to water and plus you get an ABSOLUTELY gorgeous view of Seattle. The actual spot is at the round-about next to BluWater restaurant. You might also spot a Lambo or Ferrari there

Yeah, I hear ya, that could be an issue. If you can get there early enough on a weekend, that should minimize the problem. Since sun rise is at 5:15AM at this time of year should be plenty of light no mater how early you can get there. Or... since sunset is at 9:45PM, sometime in the evening might be easier to do.
exit off I-5, make your way to SandPointe Way NE, go to the NW corner of Magnuson Park, past the abandoned warehouse, head all the way towards the edge of the water where the windsurfing/windsailing club launch is....
very few ppl knows about this unless they take sailing lessons or indoor beach volleyball....
