Umm, cops in Cali wouldn't be using detectors. They'd be using laser guns or radar guns or radar equipment mounted in their cars. As for aircraft and laser, I think that's unlikely. Unless things have changed recently, I thought for laser the police had to be stationary.

I've definitely seen the CHP use Ka band. I think I've been lasered (or it might have been K or Ka band) by the SJPD.
