Runway what?

Here are my edits. Sorry, I tried to edit in Word, but the formatting isn't carrying over. I do have several items for you to consider:
1. You might want to delete references to the types of cars, maybe only mention the manufacturers. If not then someone might say, well it isn't a Z or a Supra, so why are they here. You might need more than just Z's & Supras to make this thing work economically.
2. While the speeders are a valid point, you do not want to paint the people here as being street racers, since I'm sure most are not. You want to paint the users as responsible enthusiasts who have lost their legal opportunity to enjoy their cars.
3. Liability waivers are not an option, the State will need them in order to protect themselves and the individuals administering the contract. Also there may need to be something in there about repairs to the track itself should there be damages.
Anyhow those are my inputs.

I was given your contact information from a Mr. Gregg Torigoe (Visitor Information Specialist IV, State of Hawaii Department of Transportation (808) 836-6444), in regards to runway or taxi way rental.
I am a member of a Nissan 350Z car club and am representing a Toyota Supra car club that are interested in renting one runway/ taxi way for X hours. It is preferred that the hours of rent be between XX AM and XX PM, however we are flexible as to the time of rental to be at your convenience.
The purpose of this letter is to inquire as to the hourly rate and what protocols we would have to adhere to in order to get this prospective rental moving forward. We were informed by another individual that in the past there was a similar rental that occurred at Kalaeloa Airport in 2005. I would like to know the process, paper work, and restrictions that need to be accomplished, and heeded, for a similar rental.
As you might be aware, the Hawaii Raceway Park was closed earlier this year and we feel that this is a positive measure in order to give car enthusiasts a safe and legal way in which to enjoy their vehicles. If this rental is feasible there may be a regular quarterly or semi-annual occurrence of rentals to help keep responsible drivers out of trouble with local law enforcement.
All individuals will be insured against any damages that may occur and will sign a liability waiver for access to the runway. Well will, (myself, or another individuals from these organizations); will inform a member of the appropriate office of our rental intentions a minimum of 1 month prior to our rental date. Payment for the rental will be made one week in advance of the rental date. If for any reason there is a cancellation we will notify the aforementioned office of our intentions.

Yeah here's a crapy update...
The 30th of October I was told at 11:30 am that I had to be on a plane leaving at 6am the next day. Yeah this is the bad part of my job. Take the good with the bad.
