70-200 2.8L IS Canon lens is the best on the market, period. But its also $1800

the 70-200 F4 IS is about 1/2 the price as the 2.8L IS, not as sharp, but pretty close. Its a great budget lens.

you must be extremely good at your hand holding, I try as hard as possible and I always feel like I'm not moving at all but it blurrs. also can you take these shots without an aftermarket lense?

Panning can be done with any body or lens combo. If you use the autofocus system, the better lenses are faster and more accurate than the low end lenses.

IS isn't necessary. Some say it does help in panning, others don't. I've tried mode 2 on and off and haven't noticed a difference in my keeper rate. The panning shot of Tanner Foust's AEM 350Z is with IS turned off.

Your not going to be able to get that accurate without an IS lens, period.

The glass and knowing where to have your shutter speed is an aid. Dont expect shots from these with EF/kit lenses.
