how would i create this effect in photoshop?

i don't kno if u can do it in photoshop..

but what caskyline did was using a DSLR camera.. set the exposure time longer and as he pressed the button, he zoomed in to get that effect..

 

you could do that in Photoshop, would just take a little time. There isn't however a magic button to do that, if that's what you are asking.

well, you can just copy the image to another layer and use Filter -> Blur -> Radial Blur. then set the blur method to zoom and adjust the setting to your liking.

Then you can use the opacity setting or the layer settings next to it to get the image u want.
