Default how do you create this type of effect?

photoshop gurus, how do you create fantasy (?), flooded light (?), or anime (?) effect like the image below? i see these done to lot of cityscapes, from a real photography.

is there a specific name for this type of effect?

I think its called HDR. Forgot the acronyms but it's the same picture taken with a bunch of different exposures and then overlayed in PS. I haven't done it but I've read about it.

HDR.

Take multiple photos in different exposures and then merge them. If done correctly, can yield beautiful pictures.
