California Introduces Bill to Require ANNUAL Emissions Tests
for Vehicles 15-Years Old and Older
Here we go again! Legislation (A.B. 616) has been introduced in the
California Assembly by Assemblyman Dave Jones
<mailto:%20Assemblymember.jones@assembly.ca.gov> to require annual Smog check inspections for vehicles 15-years old and older. The bill would
also require that funds generated through the additional inspection fees
be deposited into an account which can be used to scrap older cars. You
may recall that in 2004 a new law was enacted in California to require
the lifetime testing of all 1976 and newer model-year vehicles.
Pre-1976 motor vehicles would remain exempt under A.B. 616. The bill
has been referred to the Assembly Transportation Committee.
We Urge You to Contact Assemblyman Jones and members of the Assembly
Transportation Committee (List Below) Immediately to Oppose A.B. 616
* A.B. 616 ignores the minimal impact vintage cars have on air
quality.
* A.B. 616 could entice vintage car owners into allowing these
vehicles to be scrapped.
* A.B. 616 ignores the fact that vehicles 15-years old and older
still constitute a small portion of the overall vehicle population and
are a poor source from which to look for emissions reduction.
* A.B. 616 ignores the fact that classic vehicles are
overwhelmingly well-maintained and infrequently driven.
* A.B. 616 would increase costs by creating an annual inspection
fee for owners of these vehicles.
* A.B. 616 represents another attempt by California legislators
and regulators to scapegoat older cars.

opposition to A.B. 616.

although CARB can lick my sack, you still have to be objective about emission, somewhat. I still don't unstand why 15 year? the major emission restriction came about in 1968 or so and cars been pretty tamed ever since.. I hope they come out with tech that can produce ultra low emission, producing 5000whp...

Pretty soon the streets of california are going to be covered in horse poop bc no one will be able to drive cars and you'll all start to ride horses and bugggies to work again. Good, great, thanks democrats.

California needs to regulate SUVs... And thier power generation industry... I know that even before the major revamps in emmissions testing in GA, the biggest polluter was sothern company/GA power... even more than all the cars combined. But southern company gets away with it because the fines are small compared to the upgrades they would need to reduce emissions. (Plus, they are less visible than that Excursion/expedition/suburban/escalade.)

You all realize that many other areas in the country have emissions standards pretty much equal to that of CA, right? My inspection in VA was identical to the one here in CA, except that I had to pass a safety inspection annually. Yes, I compared the emissions thresholds and they were identical between states. I wish that if they're going to target emissions, they do so on the older cars and trucks, as that's where the majority of the pollution is. Instead they continue to squeeze new cars because of their sheer number, even though they contribute a minute amount of pollution compared to the rest.

correct me if I am way off, but my neighbor was mentioning that all cars 2005 and up are smog exempt? is that correct or is it 2006 and up? I'm pretty sure it's 2006 but I am HOPING its's 20005 since my 350z is an 05 model
