I only have one key with my 350z and want to have a spare just in case. I have a blank that I ordered online, but need to find a place to have it cut and programed.

Obviously the dealer can do this, but I'm sure the dealer is going to charge a couple hundred dollars to do this or something ridiculous. Does anyone know of any place around downtown LA that can both cut and program a 350Z key.

Dealership. Most locksmiths will not program keys. I had mine done and it cost me $60 to program two keys. The key cutting is only like $5. Oh well..Its going to cost you way more than that if you lose your only key, so get it done.
