Those who know where it is can easily start your car with the key.
But it is only kinda hidden, just enough to prevent anyone from trying anything silly

A friend of mine is a Sparkletts Water delivery driver. He said he saw these in El Monte. He asked a few questions and according to him, subjecting to the test isn't mandatory but that seems to go against everything Kalifornia.
