Is that similar to the SPC Rear Camber Arm and Toe Bolt, needed when you lower a car not to damage the tires?

Yes, the camber arm is like any other camber arm out there.
The toe bolt that some people use goes on the spring bucket arm. Which is completely replaced by the longest set of arms I have pictured. Hence why that set of arms is only for "true" coil on strut coilovers as opposed to the OEM style.
The camber arms can be used regardless of which style of coilover you have to help correct camber beyond what the eccentric bolts are capable of.
