Sincehe lives in the states, and you conducted all or part of your transaction throught the mail its considered mail fraud. Since his brothers house is being used he is now an accessary. Which gets him in serios trouble. you have his address, you have the proof, hell you even have a picture of the house that the address is being used. Call the sugarland police. state your case fax/email the proof. they cant ignore you. Get the guy with $1200 loss in on it, that will add multiple counts.
