And regarding the visual inspection...they can't do anything except not pass you. It's not like they can detain you till the 'law' arrives.

Up here in Plano, i have passed inspection at at least 4 times with no cats. My most recent time was in the Vette. The guy who inspected it even said to me, "It smells like emissions, but everything is ok."
I don't think it is hard to swap cats out on the turbo cars...i could be wrong since i have never had one, but you could always just take them off after inspection.

Then you go get the idiot to re-inspect it and get it dismissed on the basis that the cop doesn't know what he is talking about. But like i said...down here in the great state of awesome, NOBODY GIVES A ****.

He didn't even get down to look. Now research what is legal and what isn't and tell me how many tickets he should have wrote me but didn't care about.

honestly... there are way too many "other" cars out there that are way out of whack!...
cars that don't even drive straight going down the freeway (bent frame). Cars that when the person steps on the gas throws out smoke like a steam engine...
IMO the very least of their concerns is a few dudes with no cats...
to think about... maybe in the time that one cop spent stopping and checking for cats could have probably stopped 2 speeders and doubled his effort:benefit ratio... why bother... not worth the time...

Okay, as a vehicle inspector, allow me to clarify.
First of all, if your Z comes in for an inspection and is registered in collin county, it is REQUIRED to pass both the safety and emissions portion of the state inspection. It will be tested automatically by the computer.
The safety portion includes the visual inspection of all the exhaust components and everything under the hood, as well as all lighting, wiper blades, and brake check.
The emissions portion is simple on our cars. the computer asks us to turn the vehicle off. we turn the key to the on position, and look for the MIL (service engine soon light). The computer asks us if the MIL illuminates.
If yes, then the computer asks us to start the car, and then asks us if after 20 seconds, does the MIL turn off? if yes, then it automatically goes to scan the OBD.
however, if the MIL does not illuminate, or fails to turn off, then the car fails emissions automatically. the computer will still scan the OBD regardless of pass or fail.
So then when the computer scans all the emissions portions of the car, if any more than 3 of the categories come up as NOT READY, then your car will fail. It scans the catalyst sensors, 02 sensors, and heated catalyst sensors, as well as EVAP canister, and a whole bunch of other ****. To be honest, unless your car has had the ECU reset within 200 miles of the inspection, is probably will pass.
Okay lets be real for a minute here. I visually inspect underneath every car that comes through, and not only do i look for catalytic convertors, i check for exhaust leaks. Every inspector in my shop checks for these items, because we have covert vehicles from the state roll through all the time. and we get checked to make sure we catch EVERYTHING. its happened twice and ive been working as an inspector for 5 months. one of the coverts was a vehicle with a minor exhaust leak. i caught it.
Also, if your car stands out as being modified, it will be scrutinized. it will be obvious that your car has a turbo, and obviously modified. The computer tells us the exact specs of every engine for every vehicle, and yes it is current. the states computer maintains the database, so dont go trying to convince him that the TT kit was a special edition nismo. If you tried that to me, I'd fail you just for being an a-hole.
if a vehicle inspector wants to, they can fail you. trust me. they will find SOMETHING. I've failed cars for missing a lugnut on a wheel.
So, if they visually inspect your cats and exhaust system, you will fail the safety portion. If you have any codes or the MIL is on when you roll in, you fail the emissions portion. But, assuming that you have catalytic convertors and your car is turbo'd with no codes, you can still pass easily.
okay there is a way that i know of to get your car to pass, but you will need to PM me for it. it's kinda complicated, but there is a loophole in the law.

oh and as for cops checking your catalytic convertors, i was pulled over once for my exhaust, straight up asked me what i had done to it. i told him i had removed the catalytic convertors, and he said oh well who cares. he let me go.
as for me doing inspections, i quit that job, saturday is my last day doing it, and only because they are short handed. the state is TOO strict on their laws, and i can't stand the constant pressure of knowing that any car that rolls through could land me in jail with a felony on my record. I don't get paid enough for that crap.

i used to have a neon back in the day, ripped off the catalytic convertor and muffler and replaced with just pipe and a magnaflow camaro muffler, passed immensions without any problems in dallas county
