Default Down low on the G

so here's the deal. they said they took the oil cap off and said the cams weren't turning and that meant i need a new motor.

they said the crank turns fine, and the belts are moving.

i'm hoping it could be anything from the timing chain slipped off, or something like that. they said that either the chain broke or the key locks on the cam broke. whatever it is i hope the pistons and rods are still fine and i dont have to get a new motor. possibility that this is gonna set me so far back that after i get it up and running that i might buy a stock motor and slap the turbo kit on it and sell the built motor if i have to after its fixed. hoping that it doesn't come to that.
just depends cause i dont wanna fix it then sell it, but i wont sell it like this cause i would never with this upon anyone.
