Yup. That's generally a bad situation. The building is too tall and unstable for anyone to go near, yet it requires such a large area around it to be sealed off that they can't just wait for who knows how long for it to fall over on its own.
It least it's an airport tower and not some 20 story building in a busy downtown area. I wonder how they got it to fall.
