Definition of Modify: To make basic or fundamental changes in often to give a new orientation to or to serve a new end.
All the parts he added to his car did indeed "modified" his car even though it did not make his car faster. Those parts were not intended to increase performance.
Filling up “stock” gas tank or adding air in “stock” tires is not considered a modification as it does not change the intentional of the car from factory.
