1700 is a little high...mine idles at 1000 when its cold thats about the highest ive ever seen, but yes every vehicle does it when its cold...but 1700 is a little steep who knows, could be normal on the HR

On a really cold day mine will start off at over 2000 rpms.

You are in Cali, where it doesn't get all that cold. In the NE where temps hit well below freezing, start ups are harder on the engine, as fluids need to be brought up to operating temps to work properly.
