Those wheels don't really have "fat lips" -here are some 19" 9.5/10.5 pictures...

Seems you have two concerns, which don't exactly go together...
"i would rather go 18" to save on weight"
"18" le/te37 with some fat lips"
If you're primarily in it for looks, go with 19's (though tires might be a bit more expensive, it looks better IMHO).

If you get 18" with lower offsets they will have the same lip as a 19"...
but, IMHO I would go with the NISMO LMGT4's.. they weight .5lbs lighter and cheeper then volks...

Well...
LMGT4's are readly available in the STATES in only 2 sizes and offsets...
18x8.5 +25mm
18x9.5 +30mm
I can get 18x10.5 +15mm that will have about a 1.5" lip... But, they are about $800 per wheel.

I think they are:
Front = 9.5 wide +12 offset
Rear = 10.5 wide +22 offset
that's just a guess..
The color is Mercury Silver and that was supposedly a limited edition TE37 color for 2003 .. Don't know if you can still get them in that shade.

The car has a front BBK so i assume that +12 offset will clear BBk or it's running wheel spacers up front? The mercury silver color does look great, but i think i am going for Bronze since i have a PPW
