Wheel Spacer help!!!

Guys I need some advice here, been told about a million different things so I hope I can clear this up with all your help. I am looking to lower my Z with the Eibach Prokit and also push my wheels out some but NOT past the fender. Would rather be slightly in than over.
I am running 19 inch 8.5/9.5 HP Evo wheels. I am TOLD the offsets are 38 but I can't seem to get a STR8 answer either. I have an email in to HP.
1. What size spacer is right
2. Should I lower it first then apply the spacers or does it not matter
I don't want to roll the fenders..

I got the Rpm 505 Silver that look identical to the Hp's and are +35mm offset. I also need spacers for these but maybe you can find a shop to measure the offset and recommed a spacer size for you....
