Of course since I curbed one of mine while the car was under 1000 miles, I don't have this problem with my wheels. I kinda wish I did.

Some kid came to a local meet with an 06' track with these same rims, they had the same discoloration. Just not as bad.

FWIW I have a set of new take off Grand Touring wheels from an 06 roadster. Just drove it from the dlr to the tire store for 20" bling. Of course I want top buck for them

If it becomes a warranty thing then the cost goes to the manufacturer, not the dealership. I'm positive you are going to end up with new wheels out of this situation. When you get them put a nice layer of wheel wax on them, or whatever you use on the rest of your car. I use Zaino on my wheels and it actually keeps brake dust from sticking which is always nice.

That looks like the wheel paint underneath the clearcoat. It looks like it happened when the wheel was lying flat (drips go from outside to inside of wheel).

If you clean the wheel and rub your fingernail or something over that spot, can you feel the height variations from the dips?

I have similar discoloration (not as bad) on my 35th anniversary (same as 06 base) wheels. There are no drips, but there are areas that look darker-silver.
