Default Wheel Spots

I was cleaning my wheels today and noticed some spots on one of them. It looks like water spots, but they don't come off. What causes this? Is there a way to get this out? Any recommendations? It really looks crappy....

Have you used a wheel cleaner or took it to a car wash?

Default wheel spots

I cleaned each wheel today, that is how I noticed it. I used some wheel cleaner , and when I bought it I carefully read the label to make sure it was safe - and it is good for any wheel type. Though I noticed the spots after I did a general wash and when I got to that wheel to clean it individually - so it was before I used the wheel cleaner - and that didn't even work. Maybe I need to actually polish the aluminum. I just wanted to see if anyone had experienced this....

In AZ it is most likely to be "hard water spots" I would try diluted vinegar or windex. BTW Volk recommends use only soap and water to clean wheels to avoid ruining the finish.
