Default Extra Bolt on front wheel mounting surface

Does anyone know what the extra bolt on the front wheel mounting surface is for? (Picture below) Can the extra bolt be removed? Is the car's safety jeopardized in any way by removing it?

Only guess I've heard so far, is that it's some sort of guide pin to hold things together during manufacturing. And that it isn't needed once the rotor, brakes, etc are all put together.

I'm pretty bummed because my new wheels do not fit on the fronts with this bolt in place! The wheel maker said this extra bolt wasn't on the car they used for fitments.

Check owner's manual.
I think it keeps us from putting rear wheels on front?
The manual says something about removing the bolt to mount the spare.

All the people with aftermarket rims have to remove it. It's for not putting the rears on front.. good idea for the staggered setup.
