What is the effect if the offset is too low? Does the wheehell seem to protrude from the wheel well? How about if it is too high? Will the tire appear to be too recessed?

Someone on this forum recommeded no more than 35 mm offset. Even if you go up to 40 mm, that is less than 0.2 inches difference. I can't believe that you can see a 0.2 inch difference.
Has anyone used a 40 mm offset? Do you have a pic?

It depends on the width of the tire. What size tire are you thinking about.
Sometimes it's easy to get wrapped up in the offset, like a few millimeters more or less is a deal breaker. But 10mm is only .39 inches.

Yeah, I guess you're right.
If your on a budget constraint and are just trying to get wheels that will fit, maybe you could go with an offset that is not ideal. But if you're going for that "look" then a few millimeters can make a difference.
I'm looking at wheels with a +23f and +24r on 8.5 and 9.5in widths. I think that will sit me right at the fender.
