Can someone tell me what the difference is?

Step lip, or "regular lip" is a design of wheel, where the lip has two heights to it, like a step, such as these

Reverse lips, which are commonly seen on the 4"+ lips alot of people are running around is, is straight all the way across the outside lip, which the step moved inside the barrel, hence the "reverse", usually it looks something like this

reverse lip looks stupid honestly, but I break it down like this:

Lux, Bling, cheap: Reverse rim

race, sport, strong: stepped lip

but this is my perspective. if you like it, you like it. just means you have no taste is all. (just kidding)
